The spring season brings sunshine and warm weather, with that people are beginning to open their pools for the summer season. The City of Hazard would like to inform the public about the proper procedures to use while filling pools from the City’s water system. Property owners are encouraged to fill swimming pools from house spigots and not from hydrants whenever possible. Property owners will be exempt from sewer charges when installing and filling a new pool or when replacing liner that requires complete filling of the pool from the tap when City Hall is properly notified. The property owner must notify Hazard City Hall no less than two (2) working days in advance prior to filling the pool. This notification needs to be given by contacting the City Manager or their representative at City Hall and giving them the size of the pool to be filled and paying for the water to be used in advance. If Hydrants are used: 1. The hydrant shall only be used to fill a new pool or when filling a pool that has had a new liner installed. "Topping off" a pool from a hydrant shall not be permitted.2. City Hall shall be notified no less than two (2) working days prior to the pool filling.3. The property owner shall be responsible for paying the current water fee in advance for the size of the pool being filled.4. The property owner shall be responsible for the filling of the pool. The Hazard Fire Department will not be responsible for the filling of any pools inside or outside of the City’s Corporate Limits.5. The hydrant must be in a location so that the hose line does not cross any roads or drives in order to reach the pool.6. The pool filling shall only take place between 8:00 AM and 4:00 PM on Monday through Friday.7. The property owner shall be responsible for all property damage incurred with the use of the hydrant for pool filling.8. The City of Hazard shall not be held responsible for any discolored (rusty) water discharged into the pool.9. It is strictly forbidden for any property owner or fire department to use water from a hydrant for the purpose of filling a swimming pool without having permission from the Hazard City Manager in advance.10. All property owners and fire departments caught violating this policy will be prosecuted to the full extent of the law, if the water used is not paid for prior to use.
