HAZARD – A Perry County man pleaded guilty to sex-related charges during an appearance in Perry County Circuit Court on Thursday, and now faces up to six years in prison.
Samuel Stamper, 37, of Chavies, admitted that between May and December 2012 he had sex with and also engaged in “deviate sexual intercourse” with a female less than 16 years of age. He was also accused of having sexual contact with the juvenile at the same time period, and using electronic communications that promoted the use of a minor in sexual activity.
Stamper was indicted in February on charges of third-degree rape, third-degree sodomy, and prohibited use of an electronic system to procure a minor, all of which are Class D felonies that carry a maximum of five years in prison. Stamper was also charged with third-degree sexual abuse, a Class B misdemeanor which calls for a maximum of 90 days to serve.
Stamper’s plea agreement calls for a guilty plea on each of the counts for a total of six years to serve. He will also be required to register as a sex offender.
The victim was not present in court on Thursday to discuss the plea, though Circuit Judge William Engle noted the victim or her family will be allowed to address the court and express any issues they may have with the agreement during a sentencing hearing scheduled for Sept. 12.
