FOURSEAM — Two adults are facing charges of endangering the welfare of a minor after the Perry County Sheriff’s Office (PCSO) said they found a nine-year-old living in filthy conditions at a home in Fourseam on Sunday.

Crystal Riley and Ritchie Riley Jr. are charged with endangering the welfare of a minor, first-degree wanton endangerment, and several charges relating to drug possession.

According to PCSO, Deputy Tim Feltner, along with Kentucky State Police (KSP) troopers, responded to an EMS run with Perry County EMS at a residence located at 178 Watts Lane in Fourseam.

Upon arrival to the residence, authorities say Deputy Feltner and troopers with KSP found a nine-year-old child living in filthy conditions. PCSO said the residence had no running water and was very filthy.

During their search of the residence, police said Deputy Felter and KSP troopers found several drugs and needles.

Crystal Riley and Ritchie Riley Jr. were arrested and transported to Kentucky River Regional Jail where they were lodged in.

The nine-year-old child was placed into the care of the Social Services in Hazard.
