The Housing Development Alliance of Hazard has received funding from the Federal Office of Housing and Urban Development to construct new housing for the City of Hazard, and it has selected a location at 325 Broadway for the construction. The Lower Broadway School at that location has been empty for many years; it will be razed to provide a site for the project. Whenever a Federal project has the potential to adversely affect historic properties that are listed or potentially eligible for listing in the National Register of Historic Places, the project must be in compliance with Section 106 of the National Historic Preservation Act. Simply stated, Section 106 requires the lead agency to allow the State Historic Preservation Office, which is the Kentucky Heritage Council, to comment upon whether the project will have an adverse effect to those types of properties.
In consultation with the Kentucky Heritage Council, the State Historic Preservation Office determined that the Lower Broadway School is potentially eligible for the National Register of Historic Places. If an undertaking will have an adverse effect (such as demolition) on a listed, or potentially listed structure, then a Memorandum of Agreement (MOA) must be implemented to outline measures to mitigate the effect. An MOA for the Lower Broadway School has been developed and mitigation determined. An intense level of documentation designed to comprehensively record the structure will be conducted and a report prepared. Because this school building was an important place in Hazard and Perry County, additional information from former pupils, teachers, and administrators may be included in the report.
